Learning objective
By the end of this lesson, you can select and communicate a participation mode based on information, quality, commitment and authority.
Why it matters
People disengage when a “group decision” is really information gathering for a choice already made. Conversely, broad consensus can make non-delegable accountability disappear.
Core concept: participation is a design variable
Ask:
- Does one option materially improve decision quality?
- Does the owner have enough information?
- Is the problem sufficiently structured?
- Is participant commitment necessary?
- Are goals aligned and is conflict likely?
- What is the real time constraint?
Then select decide, individual consultation, group consultation, facilitated group choice or delegation within explicit boundaries.
Visual explanation
Text alternative: a named decision owner assesses quality, information, commitment, conflict, time and authority before selecting and communicating a participation mode.
Worked example
An operations director considers AI approval of fee refunds. Compliance holds contestability knowledge, agents know exceptions and technology owns control evidence. A leader-only decision would omit essential information; full delegation would conflict with formal accountability.
The director facilitates a group recommendation and retains formal approval with the risk owner. Participants know whether they advise, recommend or approve.
Common mistake
Mistake: treating the model as a measure of democratic leadership.
The question is not which style is morally superior. It is which participation process can meet the quality, commitment, authority and time needs of this decision.
Quick check
A manager invites consultation but has no intention of considering the evidence. What is wrong?
A. Consultation is always too slow.
B. The stated participation right is false.
C. Managers may never decide.
D. The team should vote instead.
Answer: B. Honest authority boundaries are essential.
Practical prompt
Choose one upcoming AI decision. Name the owner, unique evidence holders, non-delegable authority and selected mode. Write the sentence that will explain the process to participants.
Summary
- Apply the model to a decision, not a personality.
- Identify unique evidence holders.
- Assess commitment and conflict.
- Preserve non-delegable accountability.
- Communicate participation rights honestly.
