OODA Loop: From frame to test

15 minutes · intermediate

Learning objective

Explain why new observations must update orientation before another consequential action.

Why it matters

A team repeats an outdated response because new signals never alter its interpretation.

Core concept

Observe changes, orient using context and explicit assumptions, choose a proportionate action, then inspect feedback and reorient. Speed without sound orientation can amplify error.

Scenario

A transit control room sees sudden crowding after a line closure. Historic patterns suggest one diversion, but live accessibility reports contradict it.

Worked decision

Verify the live reports, revise the route assumption, trial a reversible diversion with staff feedback and stop if mobility access worsens.

Decision rule

Read feedback, revise the interpretation and repeat or stop.

Ethical boundary

Equating OODA with acting fastest, or bypassing legitimate authority and harm checks.

AI lens

Use AI to organize evidence, then verify its source and keep decision authority with people.

Quick check

What would invalidate the first proposed action? Equating OODA with acting fastest, or bypassing legitimate authority and harm checks.

Next step

Complete the OODA Loop case.
