The Dark Forest and RACI: Assign Decisions Under Radical Uncertainty

Verified premise

The publisher describes Earth preparing for a distant alien invasion while an adversary can observe its defence plans.

Management thesis

RACI cannot solve strategic uncertainty, but it can make clear who performs, approves, advises and needs to know about each defensive decision, including exceptions to secrecy.

System map

  • Authority: Emergency powers and ordinary institutions may overlap without a clear final approver.
  • Information: Secrecy protects plans but can block the very advice needed to test them.
  • Resources: Capabilities are dispersed across science, diplomacy, operations and public legitimacy.
  • Incentives: A role can gain prestige by owning an initiative while shifting its consequences elsewhere.
  • Adaptation: Decision rights must survive handovers across generations, not only one campaign.

Apply the method

  1. Choose a concrete decision, such as changing a defensive assumption or releasing evidence, not an entire strategy.
  2. Assign one accountable role, responsible executors, consulted experts and informed parties; document confidentiality exceptions.
  3. Rehearse an urgent disagreement: who can pause, override or appeal the decision?

Failure mode

A tidy matrix can give false confidence when the accountable role lacks evidence or legitimacy.

Ethical cost

Secrecy may be necessary, but it needs bounded authority, review and a route for affected people to be represented.

Limits of the analogy

A fictional alien threat exaggerates the stakes and time horizon; RACI remains a tool for governance clarity, not a defence doctrine.
